Visiting Rules

Prisoners will not be allowed to leave the visiting room and then return to continue the visit. No radios, tape players, TV's, etc., may be allowed in the visiting room.

Prisoners must submit for approval the names of all visitors, including children, with whom they wish to have contact visits. Contact visiting will be denied and secure visits may be allowed, space available, if:

A prisoner forgets to submit someone's name;

A prisoner's visitor is not on the approved list; or

A visitor who isn't on an individual prisoner's list but is on another prisoner's list.

If a prisoner submits a person's name who is not approved, that person may not visit at all. The Approved Visitors list is updated every Thursday. Prisoner may check with staff to determine who is on their approved list.

Identification Required: All visitors to the institution must present proper picture identification, i.e., State driver's license, professional I.D., etc. Exceptions are children and those authorized by the Superintendent or his designee.

Dress Requirements: Both male and female visitors have identical to requirements. Female visitors may additionally wear a skirt, dress, or leggings or stretch type pants including spandex type material. Shirt, t-shirt, sweater, slacks or jeans may be worn. No shorts, cut-offs, sleeveless shirts or tank tops or sweats are allowed. No beach type clothing or hats allowed. Shoes and socks must be worn.

Visitors wearing attire that is considered inappropriate either because it does not meet the criteria set out above, or because it is deemed unacceptably tight or low cut and revealing, may have their visits denied.

Prisoners in Administrative Segregation: Restricted to one hour of contact visiting per week, if they are allowed contact visiting. Prisoners in punitive segregation are restricted to one hour of secure visiting a week with immediate family members only (spouse, parents, children, or siblings).

Prisoners will be given written notice that their visiting privileges have been limited or suspended if there is reason to do so.

Suspended Visiting Privileges: Prisoners who test positive for illicit drugs, who refuse to provide a UA sample, or who are found in possession of illicit drugs will lose all contact visiting privileges for a period of at least 90 days, at which time their visiting status will be subject to review. The loss of contact visiting will take effect at the same time as the urine is found to be dirty, the prisoner refuses to provide a sample or the contraband items are found. If the D-Board finds the accused innocent, contact visits will be reinstated. The loss of contact visits as the result of these types of occurrences is independent of the disciplinary process. It is strictly a security measure.

Extended Visiting Privileges: Prisoners may request a two hour extended visit when their visitor(s) will be traveling distance in excess of fifty (50) miles. Prisoners must submit a request to the Shift Supervisor for such a visit three days prior to the visiting date. In the case of a weekend or Monday holiday the request must be submitted no later than Wednesday. Visits of this type will be approved as the need exists. Such visits will not be approved on successive days or for more than one period per day. Other requests for special visits must also be submitted to the Shift Supervisor from the inmate.

General contact visitation rules
for prisoners and visitors:

Visiting May Be Denied For The Following Reasons:

Previous violation of visiting rules.

Security requirements of the institution.

Space availability at the institution.

Disruptive conduct on the part of either the visitor or the prisoner.

Health problems within the institution requiring medical segregation.

Prisoner's or visitor's refusal to submit to an authorized search.

The prisoner or visitor is under the influence of alcohol or drugs.

Unless a family member, the visitor has been released from a State Correctional facility within the past 60 days.

Misrepresentation of identity or purpose of visit.

The visitor has outstanding wants/warrants.

Recording / Electronic Equipment: Visitors to this institution may not have in their possession or use any cameras, tape recorders, or any other sound or visual recorders, cell phones or ANY communication / recording devices without the prior approval of the Superintendent.

Smoking: There are no smoking areas inside the facility.

Visiting Duration: Unless exigent circumstances exist, visits may be for a minimum of one hour. After one hour, visitors may be asked to leave in order to allow room for more visitors. If a visit is terminated due to lack of space, the visitor may return after one hour in order to begin another visiting period. It is necessary to limit visitor admittance to this facility to once per day. The only exception to this is when a visitor is asked to leave after a one hour visit due to other visitors waiting their turn, in which case the exiting visitor will be allowed to return after one hour and when space becomes available. No more than three people may visit an inmate at any one time (exceptions to this may be authorized by the Shift Supervisor).

Visitors may bring in no items for use during the visit. Cards and table games are available for use in the visiting room. However, at the discretion of the Shift Supervisor, non-Polaroid photographs may be taken into the visiting room for viewing by the inmate. The visitor must take all photos with him or her at the conclusion of the visit.

Visitors and prisoners may not exchange any object.

Visitors Are Subject To Searches: As provided by Statute, every visitor may be searched. Refusal to be searched will result in denial of the request for a contact visit at that time and for the remainder of the day. At the Shift Supervisor's discretion however, and if space is available, a secure visit may be granted. If the visitor is denied a contact visit for refusal to be searched and he or she exits the institution for any length of time, he or she forfeits the possibility of a secure visit for the remainder of the day. Purses, coats, cigarettes and lighting materials, pocketknives, etc., will be secured outside the visiting area. Attempted introduction of any contraband will be reason to terminate the visit, and criminal charges will be filed with the Alaska State Troopers.

Physical Contact: Prisoners receiving contact visits may embrace and kiss at the beginning and end of the visiting period, but not for extended periods of time. While visiting, only the holding of hands is allowed. Petting and other sexual activities are prohibited. Small children will be allowed to sit on a relative's lap. Violation of the above will be reason for termination of the visit.

Restricted Areas: Visitors will not have access to any of the facilities outside of the approved visiting areas and visiting room.

Children: Children needing to go to the restroom must be accompanied at all times by their parent.

Candy / Food: No visitor may bring into the visiting area any items not specifically pre-authorized. This includes, but is not limited to: Food items, candy, and / or gum.

Property Allowed Through Visiting: Only money will be received during visiting hours - Nothing else.

Visiting Rules Summary: Visitors and prisoners are given every opportunity to enjoy the privilege of using the visiting area. Safety and security are paramount. Any visiting rule and / or privilege are subject to modification without notice. Visitors and prisoners are required to conduct themselves in a manner which is not disruptive for others in the area. This includes controlling children so that others may enjoy their visitations.

- Attorneys will be permitted to visit between the hours of 0800 and 2200 daily, or at any time during the initial 24 hours of a prisoner's incarceration, except during meal times or counts.

- Religious visits can be scheduled ahead of time at 1400 or 1500 each week day. Religious visits at regular visiting hours must be scheduled on the day of the visit. Religious visits are subject to space availability restrictions.

- Prisoners in punitive segregation who are on two officer status will have their visits at the same time as Maximum custody prisoners, 0800 to 0900 daily.
Each prisoner is entitled to secure visitation for one hour per day and contact visiting once per week. Due to limited room in secure visiting, only two individuals may visit you at one time. Only three visitors will be allowed to visit you on a contact visit at any one time. For purposes of visitation, the week runs from Monday through Sunday.

If space is available, prisoners may have a second secure visit during the same day, after already having had either one secure or one contact visit. This second visit may not interfere with another prisoner's initial visit. "Sign-up" for visitation occurs 10 minutes before the hour. Secure visiting will be scheduled on a first come first serve basis.

If a scheduled contact visit is missed, another contact visit will not be permitted that week unless the prisoner or visitor notified the institution of the cancellation before the visit is scheduled to begin.

Prisoners classified Maximum Custody will be allowed contact visits unless the prisoner is in Punitive Segregation or has been "individually determined" to be an escape, smuggling or security risk.



Visiting Requirements:

Prisoners may be allowed visits with persons who meet the following criteria:

Establish Identity:
picture ID (i.e., Alaska Drivers License); or
personal recognition by a staff member;

Satisfactorily complete an on-site security clearance; and

Abide by the rules of the institution.

If the visitor is under the age of 18 and is a family member of the prisoner, the visitor must be accompanied by an adult member of the prisoner's extended family.

If the visitor is under the age of 18 and is not a family member of the prisoner, unless the visitor is married to the prisoner or is emancipated, the visitor must be accompanied by a parent or legal guardian.

If accompanied by a guardian, the guardian MUST have papers which give proof of guardianship.

In the case of a visitor under the age of 18, with majority status, items 2 and 3 do not apply.

If the visitor is under the supervision of probation, parole, or community corrections, he/she must first obtain approval from his/her supervising Probation Officer and the Superintendent.

Visitors who are not family members and who have been released from a correctional institution within the preceding sixty (60) days, shall not be entitled to visitation without approval from the Superintendent.

Visitation for prisoners in punitive segregation will be limited to immediate family members and attorneys.

Visiting May Be Denied For The Following Reasons:
security requirements
space availability
disruptive behavior
being under the influence of alcohol or drugs;
health problems, including chronic mental illness
refusal to submit to an authorized search
previous violation of visitation rules or regulations
misrepresentation of identity or purpose of visit
non-compliance with dress code.

Any visitor whose behavior is inappropriate or who attempts to introduce any contraband item into the facility, including tobacco, may be barred from all visitation rights on a statewide basis.


Visiting Rules:

1. Visitors may not possess or use any camera, tape recorders or other sound or visual recorders without the prior approval of the Superintendent, who shall only approve such possession or use if no threat is posed to the security of the institution.

2. Purses, coats, and other hand carried items are restricted from entry into the contact visiting area.

3. Food products are not allowed in the visiting areas.

4. Smoking materials are not allowed in the visiting areas.

5. The visitor and prisoner may embrace at the beginning and end of the visiting period, but not for extended periods of time.

6. Petting and/or other sexual activities are prohibited and will result in the termination of your visit.

7. The visitor and prisoner must sit in separate chairs on opposite sides of the table.

8. Visitors are responsible for keeping their children under control. Unruly, uncontrolled, or disruptive children may be cause for terminating the visit.

Dress Code for Visitors:

1. A shirt, t-shirt, sweater and slacks or jeans for men; and a blouse, sweater, t-shirt, slacks, jeans, skirt or dress for women.

2. Cut-offs, shorts, sweats, and beach-type clothing are not acceptable. No sleeveless shirts or tank tops.

3. Women are allowed to wear leggings or stretch type pants as long as the clothes are appropriate in terms of fit.

4. Footwear must be worn at all times.

5. Hats will not be worn in the visiting room.

6. Visitors wearing attire which is considered inappropriate either because it does not meet the criteria set out above, or because it is deemed unacceptably tight or low cut and revealing, may have their visit denied.
