Are there any ex-offenders who were at this camp during the 2000-early 2003 area. Had a friend in there during that time,but it's like he disappeared after he was released. Do they allow much inmate socialization at that place?

My boyfriend was at cumberland for a few years. He was transfered down to Eci in April of 2002. he might of been there at the time your friend was.

No gang affiliation, Bill pretty much was his nickname lol
Jeez it has been so long. He did have a tattoo, but not in a visible spot. He's not from maryland, but he was transfered there from Oregon (Benton County Correctional Facility). He was about 5'10 probably around 200 lbs short but kinda poofy dark brown hair, blue eyes, prominent nose. If your guy knew him or of him he may have noticed deep scars on his arms as he was into self injury. He's quite an eccentric character. I think if he did meet him, he would remember lol

He may still be. After he was released I recieved 2 anonymous calls from the area. He said it was him. But my mother doesn't like this person so she hung up the phone.
He also told me that when he got out he was not going to be living in oregon anymore. So there might be a good possibility that he is. Any extra help would be greatly needed. I figure if i can't find him in here than i'm hiring a detective lol. but that's gonna cost me...
