Can anybody explain to me why they transfer inmates around? I know if there is programming needs or something yes, but why from one medium to another - no programming needs or problems? Is it a numbers/money game for DOC?

There are many different reasons. They transfer because of classification change, because of bed availability, because they feel that is what is best for the inmate. I have also often heard, if an inmate is at risk, they will move them. Or if the inmate does something "bad", they may be transfered for that.

A lot of people think they transfer inmates just to be mean, or cruel, but the reality is, they have so many reasons for moving inmates and it is not meant to torture you, even if it does seem like that sometimes.

I wonder about why they would transfer someone 9 hours from home and family, but there is no defined answer really.

it depends on his status. if he is due to move to a medium, max,etc.he will be moved. also,there is a such thing as a "hold"paperwork he can sighn inside the prision and he will remain there.my husband has been in Elmira since 1996 and has been there due to sighning that hold paper.
