I haven't been to Kern, but I can answer some of your questions.
He will have to go outside to count, fully dressed about 5 times a day, including the middle of the night. You will need to appear once a day, at Mule Creek it was at noon. They will not bust into the unit unless they seriously think something REALLY bad is going on, at least not as long as you are there. After you leave, or before you get there, if he is alone, they will come and go at will. There is a tiny fenced in yeard leading to the unit that you can use anytime you want, if you don't mind that feeling that you're in the dog pound. I just took in Pjs and let it go at that. (Let's face it, you won't be wearing anything most of the time!) The food SUCKS, enough said. There is TV (about 5 channels) and radio. You can take in cards, games that can be searched, books. The staff at Mule Creek was really nice, but then they always were, no matter where or when. I hope this puts you a little more at ease. Feel free to PM me if you have more questions.
