California juvenile justice leaders keep breaking promises to reform

Despite all the fine words about reform, little if anything actually has changed in California's juvenile justice system.
The latest report from the Office of the Inspector General details yet another suicide. Another kid who did not belong at the N.A. Chadjerian Youth Correctional Facility, where the most dangerous offenders are sent.
Another failure to separate young, nonviolent offenders from offenders who have done time in the adult prison system. Another failure to implement promises to end 23-hour-a-day confinement.
