Ok this is a big problem. I lived in Ottawa for many years and being the capital of Canada you would think I could call a Government department and speak to an english person,,,NO. I worked in Transport Canada and the old Energy and Mines and both times my boss could hardly speak english. You dont want to get me started on my views on that.
Basically what Im saying is that its not just a problem in Quebec prisons.
Do you have anyone who can call for you that speaks french ?
PM me if you want and we can come up with a solution.

At least these days I thought that if it was the Canadian Government you could insist to speak with somebody who understands and speaks English.
As for the province, I am not sure. I guess the best advice is to try and have somebody with you who speaks French. In Quebec it used to be that if you began speaking in French but clearly were an English speaker they would make the effort to speak English with you....but if you started in English they pretended to have never heard of the language! Many people in Quebec who are French Canadian speak good English....but whether that is tru inside the prison system is another matter and I do not know.

Yes they all speak English but they dont have to if they are in Quebec. They actually have more rights then the other provinces as far as language. But if its a federal institute you can raise some serious heck. A federal institute is run by the country not by a province.

I speak french ... was in french immersion in school ... if push comes to shove and you can't find anyone closer by to get info for you ... I could maybe do it for you ;)

If he is in a federal prison though, there should be no reason why you can't ask for someone who speaks english and get one.

By law if its a federal institute then that is the law. If its not then its Quebec law and they do not have the same laws as in the rest of Canada.
Also just because its the law doesnt mean it will happen. Ive encountered many times, especially when I worked for the government dealing with people at various Gov offices who couldnt understand my english or so they claimed. I will say no more or my political opinions may surface and Im quite sure that is not a good idea on here. :)
