Beth Ashley: Kids get a second chance in juvenile hall

JUVENILE HALL isn't where most teenagers want to be, but the staff and a host of volunteers are trying to make the time spent there as positive as possible.
Steve Blair, superintendent of the hall, says he hopes none of the incarcerated youth leave without having gained something that will help them. A cadre from Valley Baptist Church in San Rafael has committed to visit the hall one Sunday morning every month.
