I Need Some Suggestion On A Hypothesis I'm Writing My Paper About The Re-entry Programs That Are Offered I Don't Even Have A Clue Where To Start Or What A Hypothesis Is If Someone Could Help Me I Would Apperciate It Thank-you...

Well, a hypothesis is a statement about what you think results will be.
Easy example...
Hypothesis: Going to work means I will be paid at least $100 for the day.
Then go break down why you believe that (factual data that supports your statement, IE, my employer has agreed to pay me $20 an hour, I have scheduled to work at least 6 hours. I have no taxes withheld on my earnings....)
Then, if possible, you carry out an experiment, make observations and so forth and in the end, reach a conclusion, if possible.
Does that make sense? (I know I ramble!)

MrsBenji is right. In your case, since you are writing a paper about Re-entry Programs, then your hypothesis would be something like: "My hypothesis is that re-entry programs help inmates integrate into the community and therefore decrease the likelihood that they will re-offend."
You just say what YOU think the results of a re-entry program will be. Then you look at research done on re-entry program to see whether or not what you thought (your hypothesis) was actually true.
