Those aren't statute numbers - the first one is an administrative rule # and the other is a policy directive #. As far as I know, the policy directives are not available online. The MDOC admin rules are however, at:

The policy directives can be requested from Lansing under the Freedom of Information Act. There is a small fee for them - the last one I requested was $7.
