Does anybody know what will happen if a inmate recieves a package for the quarter already and then someone sends him another one? Will they reject the second one?

Yep! They will send back the second package.

If you send a packages on the 23rd of Sept. is there a good chance they wont recieve thier package bieng as that its the last day of the ordering period??

It all depends on when it gets to the prison. One day too early and it goes back.

They should contact you. You could have them resend it October 1.
