I am trying to deal with information that is coming in my brothers name. I resently received a notice of this Michigan Responsibility Fee stating that he owed $1000. I have been trying to get ahold of these people to find out if there is interest or penalties and have not been able to get through. Since my brother is incarcerated for 25 years, I am not sure what to do. He has no money and no family except for me. Does anyone know if there are penalties on this?

Sorry, I don't have any info on that. Have you checked the SOS Website? They have an email addy where you can ask questions, etc.
Secretary of State (http://michigan.gov/sos/)

Went to the website they directed, but it doesn't say anything there. Try to call and get recording that "Due to High call volume they cannot take my call at this time"....

try emailing them... You will definitely get some sort of response from them.
Also, do you live near a SOS office? Stop in and ask them who to contact.

My ex gets them sent here still cause when you call and tell them that they are guest of the state and give them all the infro but it does no good. I think that until the fees are paid there is nothing that can be done!! Good Luck!!

Michigan's Driver Responsibility Law Information (http://www.michigan.gov/driverresponsibility/0,1607,7-213-32167---,00.html)
Going to or calling the Secretary of State won't get you any more information than what's on these pages. (I work there, so direct folks to the website daily.) All the SOS does is collect the $125 reinstatement fee when it's time to get your license back. Everything else goes through Treasury. Good luck. :)
