 I am also very interested in learning more about Morgantown. I know that Unicor is employment program that they have; however I would like to know if that is all that they have. Also how would an inmate go about going to school. Do they have college educational programs, or are they allowed to do correspondence courses? Also is this a prison or a camp. I see several people are saying both. Please give info. Also how does the 85% rule work with someone sentenced in 2005, and if they are still sitting waiting to be moved to a federal place. From a state institution. He is a fed inmate but has been waiting to be moved for like 18 months now. He just got moved to another regional jail and hopefully will get to Morgantown finally on their next move. But should you have feedback please send a response. Thanks.

First welcome to PTO,
I am sorry that I do not have all the answers to your questions; however, you can get some information on Morgantown if you do a facilities search on WWW.BOP.gov (http://www.BOP.gov) . From what I gleened on this site Morgantown is an FCI (Federal Correctional Institute). These are Low security facilities just a step up from Camps. This is not to say there is not an adjoining Camp at Morgantown as there are several FCI's that do also have Camps.
I have no information about correspondance course, but my gut reaction is to say NO. I have not heard of this in the Federal System. I would also not get my hopes up that anyplace in the Federal System would offer actual Collage Level courses. From what I have seen many are High school level courses and some Vocational Technical school type courses.
As to the 85% you referred to, Federal Inmates are given GTC ( Good Time Credit) on their sentences. Basically, Inmates that toe the line and stay out of touble will be allowed to reduce their Sentences with GTC. If you read the BOP policy on this topic, it is easy to become confused. BOP states that an inmates sentence will be reduced at a rate of 54 days per "year served". The key here is Time servered (not sentenced). The minimum Sentence an inmate can recieve and be eledgible for a sentence reduction is 1 year and 1 day (there is no sentence reduction for sentences of 1 year or less). Now this is where it gets weird. For each day the sentence is reduced on a 1 year and 1 day sentence... the more of his GTC he actually looses. In a nutshell, An inmate serving a 1 year and 1 day sentence will actually have his sentence reduced by 47 days. Lost yet?
If on the other hand you simple want to get a "BALL PARK" figure on how much sentence reduction an inmate will get do the following:
(Total Sentence in months - Jail Credit) x .85 = time in BOP Custody.
Jail credit = Time spent in other facilities prior to arrival in BOP custody.
I know this is all a bit confusing at first; however, with patience and time you will figure it all out. If I can help further assistance, please post again or PM me and I will do my best to try and guide you through this jungle.
Keep the Faith
Michael

Yes, you can take correspondence courses. You must arrange and pay for it on your own. You materials are sent to the education department and then given to you.
Check with whatever school you are interested in. We have had members make arrangements before they self-surrender.
