DES MOINES - A new report says the state should allow corrections officials to release inmates earlier to alleviate overcrowding in Iowa's prisons.

The report by Matt DeLisi, an assistant professor of sociology at Iowa State University, recommends that Iowa continue early parole for inmates who stay out of trouble in prison.

DeLisi also suggests studying practices in other states for rehabilitating drug offenders.

The report says taxpayers may be paying more than is necessary because some inmates spend more time in prison than they should.

The state pays $54 a day to keep an inmate in prison. DeLisi says that's 32 times the cost of community-based corrections.

The report was commissioned by the Iowa Policy Project, a liberal think tank based in Mount Vernon.
