This bill is calling for prison sentences for most drug crimes even for first time offenders, and makes new drug offences, including some third party crimes. The bill would expand the 'three strikes' law to mandate life imprisonment for anyone convicted three times under the RAVE act, imposing a 10 year minimum sentence to anyone 21 years or older who gives drugs (including marijuana) to someone under 18 and a 5 year minimum for anyone who sells drugs near a minor or in a minors home whether or not the child is present.
The bill also will create longer sentences to anyone who offers drugs to anyone who has been threw drug treatment. It will also impose prison time to anyone who fails to report to police witnessing any kind of drug transaction.
