Patrick Swiney is a heart patient. He is 58 years old as of this writing. His heart condition began when he first entered the Alabama prison system in 1989. Since then, he has hardly received proper medication and follow-up. In fact, because he has been requesting medical care, and exposing to the world at large that prisoners in Alabama are not receiving the medical care they need, the prison authorities have systematically ignored his own medical needs. Mr. Swiney was at Holman prison until the year 2001. He was then transferred to Kilby transfer station before being sent to St. Clair prison in 2001. In October 2002, he was transferred to Donaldson where he was told he would be moved to the old folks dorm, but the move didn’t happen. Others have been transferred but specifically not Mr. Swiney. Why is that? It is a violation of human rights for Prison authorities to discriminate against anyone because of their race, color, creed, sex, political views, or status in life. Mr. Swiney is ill. He needs medical care, not broken promises in retaliation that are life threatening.
Since October 2002, Mr. Swiney and his family have diligently and politely requested Mr. Swiney's transfer to the old folks dorm so he can get some rest. He is not able to sleep because of the stress and unrelenting noise in the one-man cell that now holds 3 bunks in it, due to the severe prison overcrowding in Alabama. Sleep deprivation is a form of torture. It is unnecessary stress. Mr. Swiney and his family and friends have told the authorities over and over again that he cannot survive without sleep. The prison doctors have written orders that Mr. Swiney is not to be under unnecessary stress.
So far the prison authorities have ignored us, stating that if inmate Swiney does not complain, there is nothing they can do. Mr. Swiney has complained and his complaints have apparently been “lost” by prison officials. But Mr. Swiney doesn’t even need to complain because his heart condition has been well established in the prison system by prison doctors! Copies of some of these documents have already been sent to the prison administrators, and our demands have still been ignored.
