CALDWELL, Idaho A transitional home in Canyon County for former inmates re-entering the community is causing an uproar among between residents, the county and the home's operators.

The home would be built in an unincorporated area between Caldwell and Nampa. It would house up to 14 male ex-inmates who have housing and counseling needs before going back into the community.

Teresa Sterns lives in the area. Citing security concerns and the number of children in the area,she says the home should go elsewhere. She says the idea of transitional housing is good. She says it would be better located in an urban area near public transportation lines and surrounded by more employment opportunities.

County officials argue a conditional-use permit is needed for the home to operate. Operators are contesting that matter
