My brother has asked me to post a question in pto. is there a way to change a past ruling on harmless error.....

what we have found out through the 11th cuircit is that most cases are be ruled on plain error and harmless error...this is on your first 2255 and cant seemed to get passed to ask for a second when the cases are not retro........my brother has faught this since 1993 and they ruled harmless error........review us v. ramsdale
